Toledo port labor dispute

The Blade reports that ships are being delayed or turned away from the Port of Toledo over a labor dispute.

 

My question is: are those cargoes considered "struck work" and thus longshoremen in other ports (Detroit or Cleveland) won't handle them? Or would that be a secondary boycott if workers in another city refused to unload the cargo?


There's nothing wrong with optimism, as long as you don't get your hopes up.
